This legislation was actually enacted for a short time back in Elizabethan England. It was found that the medicines they were using to treat mental illness were causing flatulence in the patients to such an extent that nurses were unable to care for the patients.

This short-lived legislation was the subject of Hardy's original work (now sadly bowdlerized) Fart from the Madding Crowd.
