I hasten to point out that the word comes from below the fold in one of dr. bill's continuing (continual?) series; I'm doing a theme week on words culled from these very forums (since Anu has declined the opportunity)!

of social or political protest - to hang someone in effigy = suspend from a lamp post
a dummy with some identifying features of the fillain, with an appropriate placard.

He is undoubtedly calling some of his words worthless as a
challenge to us to prove his judgement too harsh. I have had the pleasure of hijacking such words. I suggest you do that also.
