I've come across this expression in a book and also in the movie "Grosse Point Blank." Anyone know its origin/meaning? Thanks.

It is a slight misquote, but it is from Rudyard Kipling's poem (if ppl will permit me to refer to Kipling's verse as poetry
) The Ladies: "For the Colonel's lady and Judy O'Grady are sisters under their skins".
