I'm learning English as a foreign language and usually surf on the web to read and try to write some.

I found some very useful British website for an outlander to visit, such as BBC World Service-Learning English(it even cosponsors one such website with the British Council in China specially for those who speak Chinese).

However I tried in vain to find such websites from America, whether it turned to be a bit rough or it claims their service worth a lot of bucks before I can realize it.

I think there should be some. Do any of you know where to find them(which may possibly have some quizzes and explantions)?

In addition, where can one, who is learning English as a foreign language, find a pen pal?

Sorry I can't help you about a website but I have to say your written English is as good or better than some I see at work from those who only speak English.

Here's one that will let you sign up for free, calli; I can't tell whether you have to pay to simply practice English; it does sound as though you'd have to pay to take their test:

Thank you for your encouragement, Zed.

And thank Jackie for your earnest help. I will try the websites you listed and find out what I can get there. I took TOEFL some time ago and got a fairly satisfactory score. But I was low in TWE(Test of Written English), only 4(The full score is 6 while 4 stands for incompetent writing capability). I myself think I'm weak in writing too.
